My work computer is impressively fucked!

nonethefewerI'm using Windows 7 64-bit, and an HP ScanJet 5550c, and I'm at work right now.
Steps:
* Do some scans, until the scanner errors out.
* Try to scan again -- watch as nothing happens.
* Unplug the scanner, and plug it back in.
* Watch, as the computer never, ever, ever figures out that there's a scanner attached.
* * Try uninstalling and reinstalling the driver.
* * Try running CCleaner.
* * Try different USB ports.
* As a last resort, restart the computer.
Whee:
* The Aero theme will not run. At all.
* I cannot connect to the network for love or money.
* Something like 4% of the services are started; most of the rest are disabled (not just off, but).
...
...wat.
I'm gonna try system restore, and see what that does. I may also track down something like "default services settings... you poor fool" online. (Yayfor the work laptop.)
...except no restore points have been created. *blinkblink* I tried clicking to create one -- yes, I know, horses and barns, but I want to see what's going on -- and I get an error:
