Our in-house server has Windows 2003 Server, MS SQL Server 2005, and IIS v6.0.  I'm running a website via there; it's in-house only.

On my local machine, I go to http://[internal-ip]:8080.  It takes for-fucking-ever to load.  The same goes for when I submit forms, and sometimes when I click links.

The amount of time it takes is not consistent - sometimes it takes 3 seconds, sometimes it takes 40.

What the devil is going on?  Where do I start looking?

Packet capture? That sounds like an attempted DNS lookup that fails. Do you have two internal DNS servers with different data or something?

Turns out I am embarrassingly underknowing of memory issues.  I need to go read up on paging files and the like.
